Almost half of the I.T. professionals surveys believe there will be a major Internet attack on U.S. businesses in the next year, an event for which they believe corporations are unprepared. Technology - Threat - Lack of readiness. Simple example. In response, a hastily drafted bill regarding cybersecurity is on a greased track in Congress. But is that a good thing? Does our "test run" with cybersecurity show that we've grasped the principles of smarter defenses? Are we prepared to be effective? Probably not. Instead, organizations like the EFF and the hacker community warn that the government's "chicken little" posture is just a play for more control. They may be right. That's certainly the precedent set via the USA's "Drug War," whose major successes seem to be in sustaining bureaucracies and eroding our rights rather than fixing the problem. Here's a thought I've been kicking around during my walk today: Manpower - Fortified points - Response power - Design. In the Graeco-Roman world, security was based on manpower. Then came the stirrup, and the feudal system. Manpower was still important, but the key to security shifted toward fortified points. As gunpowder brought down both knights and castles alike and the industrial age began, security shifted again to response power: first in the massed manpower of Napoleon, then in the industrial warmaking power of WWI, and then into air power and maneuver response in WWII. The Cold War was this model's high point. As the silicon chip reshapes the industrial landscape, and the sciences it made possible deliver new breakthroughs, the key to security is shifting again. In the face of connected silicon, engineered organisms, and nanotech, the key to security is not manpower, or fortification, or response power. It lies, instead, in design. And we had better get smarter in this area. Believe it or not, ladies and gentlemen, Osama is just the training exercise. We'll beat Al-Qaeda. What we will pay to do so, and whether we'll learn the right lessons in order to handle the next threat, is what keeps me awake nights.
