Thanks for the pointer. I was actually going to bundle some additional CERP-related stories and send them to Andrew for the next "Iraq Report". CERP remains the primary money source for reconstruction projects up north. I've got the links at work, so I'll include them here in the comments tomorrow.

To me, it's not really good news that they are still buying body armor with local-commander CERP funds, after 18 months. It means that they still don't have their act together with procurement.
When will the reconstructiom oney start to flow?
