A Syrian involved with the 3-11 Madrid bombings has been re-arrested.

I see why Cicero is unable to figure out what is going on in Europe. This information is incomplete.

As The Spain Herald publishes today, The Syrian Mohannad Almallah Dabas was a member of the Spanish Socialist Party (PSOE). Are you surprised now that the Spanish Socialist government pays ransoms to Islamic groups?

Could you imagine Mohamed Atta being a member of the Democratic Party?

"And Chertoff himself had a similar message for the private sector. In discussing the need to enhance security around the nation's privately owned top targets, he cautioned, "If the expectation is that the federal government is going to pay for everything, that is not a reasonable expectation.""

Was it ever a reasonable expectation that the federal government would pay for it all? I agree the tax payer will be footing the bill on many levels of government intervention ( federal /state / local / community). I don't agree that the federal government should foot the bill for all programs related to Homeland Security. As an example would the Mall of America be a prime target? If the answer is yes does security fall under federal jurisdiction or does it fall under state / local / community / private enterprise jurisdiction?

"Faced with the need to reduce discretionary spending overall, cynics argue, lawmakers will inevitably face the temptation to use Homeland Security dollars to supply the essential little something for the voters back home."

The essential little something? I don't see this as anything new in the way governments on all levels operate. We can certainly point to mismanagement / misappropriation on all levels of federal / state / local / community funds.

"But skeptics say such a database has been on the department's "to do" list since before it was established and charge that the process of mapping the country's critical infrastructure has been beset by duplication of effort, the use of inaccurate or out-of-date information and a failure to properly involve state and local officials."

Properly involve state and local officials? How did the information get into the current database to begin with? Did some federal official(s) employee(s) just willy-nilly pick items of interest and place them there? I don't think so and I don't think it is a matter of properly involving state and local officials they are involved already. I tend to lean more towards the federal, state and local officials not being properly aligned. Data has been consolidated from the state / local levels and transferred to the federal level without any validations at the levels of collection. Politics, show the reasons for more money for my state? In the end as a politician I can say, see what I got for the state / local communities ($$$$) without regard to need or accountability for expenditures.
