Winds of Change.NET Regional Briefings run on Tuesdays & Wednesdays, and sometimes Fridays too. This Regional Briefing focuses on South Asia, courtesy of Robi Sen.
PAKISTAN'S NUCLEAR PROLIFERATION SCANDAL
* Last month we talked about Pakistan's rogue scientist Abdul Qadeer Khan who confessed this month to sharing nuclear weapon information with a variety of countries. Robin Burk's special report provides great information on the topic. While Khan was pardoned by President Musharraf, most likely as part of a deal to get a total confession and cooperation, he is now saying that a pardon will be based on what a Pakistani investigation might find.
* Musharraf has mea culpa'd saying he long suspected Khan of supplying nuclear weapons information on the black market but did not act because he did not have proof and that if the U.S. had proof they should have supplied it earlier. The U.S., though, is refuting his claims saying they provided Pakistan with ongoing evidence of a "black market in nuclear technology for years."
* There is also evidence that Khan provided information to Iraq in the early 1990's for its nuclear weapon program. There is also very recent information that Khan assisted in the removal of special material from Iraq.
Other Topics Today Include: Terrorist Cells in Pakistan Target U.S.; South Asian Internet Virus Makers; The Israel-India Alliance; Terrorism roundup in South Asia; Outsourcing to India; and more.
PAKISTAN AND INDIA
* As we have noted before Pakistan and Musharraf seem at times Schizophrenic. On one hand Pakistan and India have made great progress recently towards peace then as evidence comes forward about Pakistan's seeming nuclear proliferation, tensions rise. Many in India see Musharraf's actions as strategic subterfuge. India's government has kept relatively quiet about the proliferation issue, realizing that there is more at stake than another opportunity to blast Pakistan.
* The Acorn asks what now?
* News sources have commented on a planned spring offensive where U.S. special forces and the Pakistani military will try to capture or eliminate Osama Bin Laden and take care of Terrorist training camps. Lt. Smash sounds off on the topic while Pakistan denies that it's taking part. Personally, I hope they target the terrorist training camps as soon as possible.
* Recent intelligence says that terrorists are being trained in camps in Pakistan and Afghanistan to ultimately set up cells in Europe and the U.S.
* Last month we talked about rogue scientists. The Belmont club has blogged a excellent couple of blogs Day at the Bazaar and Midnight at the Bazaar that talk about the various participants in the WMD black market.
* India did not support the U.S. in its run up to war with Iraq and the Dancing with Dogs blog notes that India's Congress Party was on the list of the purported Iraq Oil bribes list.
* The Acorn points out that in Kashmir, the violence continues, and that Mushraf needs to do more.
ISRAEL INDIA ALLIANCE
* Niraj has some interesting commentary on the Pakistani Observer but what's more interesting is to see how nervous these people are of a Indian-Israel alliance and how they see a defacto China-Pakistan Alliance.
* Israel's Foreign Minster recently stated he was worried about nuclear weapons getting into the hands of terrorists while he was India. He also noted "Terror is an enemy which threatens our common values and our shared way of life," he said, "and Israel and India are natural partners against it."
SOUTH AND SOUTH EAST ASIA
* Peace talks resume again between Communist guerrillas (the New People's Army) and the Philippine government.
* Some people see the peace talks as the NPA's attempt to get various governments to remove them from the lists of terrorist groups so that their assets will be returned and/or unfrozen. Like many terrorist groups, the NPA works much like a organized crime syndicate and sometimes their fund raising ventures become the main reason for their existence.
* The Strategypage reports that more militant islamascists are appearing in Indonesia with a even more hard line agenda.
* The Acorn notes Malaysia's PM Abdullah Badawi has called for investigations into his son's company's involvement with Pakistan's recent illicit nuclear sales.
ETCETERA
* WIRED Magazine looks at the issue of outsourcing high-skill software jobs to India.
* Not all viruses from Asia come from chickens. Asia and South Asia have become a breading ground of malware distributors, programmers who create trojans, viruses and worms and many are politically motivated. Here is an interesting article that talks about a Malaysian worm creator who sympathizes with Osama Bin Laden.

Here are some quick tips for adding simple Textile formatting to your comments, though you can also use proper HTML tags:
*This* puts text in bold.
_This_ puts text in italics.
bq. This "bq." at the beginning of a paragraph, flush with the left hand side and with a space after it, is the code to indent one paragraph of text as a block quote.
To add a live URL, "Text to display":http://windsofchange.net/ (no spaces between) will show up as Text to display. Always use this for links - otherwise you will screw up the columns on our main blog page.
